Utopik Carp Lake – Rules & Regulations
Dear Anglers,
To maintain the pleasant and harmonious atmosphere of Utopik Lake and to ensure optimal protection of the ecosystem and fish, we have established a set of essential rules.
Our rules are built on three fundamental principles:
- 1. Respect the fish !
- 2. Respect the lake!
- 3. Respect the other anglers!
We kindly ask you to review our rules below and respect them throughout your stay.
1. Fish Protection
1.1. All fish must be handled exclusively in the water. Any violation of this rule will result in immediate expulsion from the premises without a refund.
1.2. Removing fish from the water onto the shore, regardless of size, is strictly prohibited and will result in the same penalties as in point 1.1
1.3. Fish weighing must be done only with the equipment provided by the lake administration.
1.4. Fish weighing and photography conditions:
– Catches over 20 kg: between 8 AMand 8 PM and
– Catches over 25 kg: between 8 PMand 8 AM, only in the presence of the administration. The angler must notify the administration by phone at any time.
1.5. Fish must be photographed exclusively in the water, regardless of weight or season.
1.6. Anglers must wear chest waders for photographing their catches in the water.
1.7. Fish photography must be completed within a maximum of 5 minutes.
1.8. Due to underwater obstacles, anglers must have an electric motor and battery for using the provided boat. The boat is used for releasing trapped fish and for fishing from the boat.
1.9. Fishing from the boat requires placing the fish , after you catch it , in a sling and transporting it to shore while keeping it in the water.
1.10. Moving fish onto the reception mat (which is on the water) must be done only using a weighing sling.
1.11. Rods must be supervised at all times. If the angler leaves, rods must be removed from the water.
1.12. The use of disinfectant is mandatory.
1.13. Landing nets and slings must be disinfected upon arrival in the designated areas provided by the administration.
2. Fishing Style
2.1. Fishing is allowed both by casting and by boat or bait boat.
2.2. Fishing is strictly on a "Catch & Release" basis. Keeping any species is strictly prohibited!
3. Fishing Session Duration
Season (April 1 – November 31):
– Fishing sessions last 7 days (168 hours).
– Access to the stand begins at 3:00 PM, and departure must be completed by 10:00 AM on the final day.
Off-season (1 december - 31 march )
– will be organized based on conditions communicated by the administration in 2027
4. Booking System
4.1. The booking system prioritizes full or partial lake reservations and can be made one year in advance (e.g., from January 1, 2027, for 2028 bookings) as follows:
• January 1 – March 31: Full lake reservations for large groups.
• April 1 – April 30: Partial reservations for medium / small groups (minimum of 2 stands).
• From May 1: Individual or any type of reservations based on availability.
5. Allowed Number of Rods
– 1 angler: 3 rods
– 2 anglers: 6 rods
– 3 anglers: 6 rods
6. Stand Facilities
6.1. The stands are equipped as follows:
Stands 1, 2, 4, 5, 6, 7, 8, 10, 11, 13: Little house which is equipped with:
• Sleeping area (19 m²): 2 beds with mattresses, electrical outlets, thermostat heating, air conditioning.
• Bathroom (6 m²): Toilet, shower (hot/cold water), sink.
• Terrace (28 m²): Kitchen counter, sink, fridge with freezer, electric stove, ceramic grill, fans, outdoor radiant panels.
Stands 3, 9, 12, 14 – Double bedroom house which are equipped with:
• 2 sleeping areas (2 rooms × 14 m²) – 2 beds per room, same amenities.
• Bathroom (5.5 m²): Toilet, shower, sink.
• Terrace (38 m²): Identical facilities.
6.2. It is prohibited to alter the structure of the cabin and the fishing area, including the green spaces (trees and plants).
6.3. The cost of destroying any items inside or outside the cabin will be borne financially by the fishermen.
6.4. The ceramic grill must only be used in the designated area set up by the administration.
6.5. The ceramic grill must only be used with charcoal; the use of wood of any kind is strictly prohibited!
6.6. Smoking and cooking are prohibitedinside the cabins (rooms or bathroom).
6.7. At each stand, fishermen will receive the following equipment free of charge: one 2.7 m boat, one reception mat, 2 slings, and a weighing system.
6.8. The equipment provided to the fishermen will be handed over based on a protocol. In case of damage due to improper use, the fishermen will pay the equivalent as follows:
– Reception mat – 1000 lei
– Sling – 500 lei
– Weighing system – 1500 lei
6.9. Fishermen may use their own reception mats or weighing mats if desired, but only after disinfecting them upon arrival at the lake, in the parking area. For fish protection, the reception mats must be able to float on water. The use of personal reception and weighing mats is prohibited if they have not been disinfected before the start of the fishing session.
7. Access to the Lake
7.1. Upon arrival, all anglers must stop at the administration to acknowledge the regulations.
7.2. Vehicle access to the stands is allowed only for unloading/loading equipment.
7.3. The administration reserves the right to inspect the luggage and vehicles of anglers at any time. Refusal to comply may be interpreted as attempted theft and result in permanent suspension from the lake.
7.4. Access to and from the lake is permitted between 10:00 AM – 8:00 PM. Visitors staying overnight require prior approval from the administration.
Visitors' vehicles are not allowed at the fishing stands and must be parked in the designated area near the administration building for the entire duration of the visit. Vehicle circulation within the lake premises must be at a reduced speed, with the maximum allowed speed being 15 km/h.
7.5. It is prohibited to drive within the lake premises without the knowledge and consent of the administration.
8. Fishing Equipment
8.1. Only specialized carp fishing equipment is allowed -Rods, reels, landing net, etc..
The landing net must have an opening of at least 1 meter and be equipped with a mesh with small holes. Fishermen are required to have at least two landing nets at the stand and one in the boat (a total of 3 landing nets).
8.2. Mainline must be a minimum of 0.40 mm, and a 0.60 mm monofilament leader is mandatory.
8.3. Feeder fishing is prohibited.
8.4. Fishing can be done from the stand or the boat.
8.5. We allow only the use of flexible tubular markers . Flexible markers can remain in position throughout the duration of the fishing session. The use of "H" markers is allowed for temporarily searching and marking spots. Once the fishing spots are established, the "H" markers must be removed from the water.
8.6. Pavilions or shade structures are not allowed.
9. Rigs
9.1. Only single-hook rigs are allowed.
9.2. The rig must allow the lead to be released in case of a break-off.
9.3. Hooks ranging from size 2 to size 6 from models dedicated to carp fishing are accepted. The use of small-sized hooks, such as those used in feeder fishing, is prohibited.
9.4. The administration reserves the right to check the fishermen's rigs on the premises at any time.
10. Bait
10.1. Allowed bait includes boilies, pellets, prepared seeds, pastes, and groundbait. Raw (unboiled) seeds are strictly prohibited!
10.2. Cooked tiger nuts are limited to 5 kg/day/stand.
10.3. Live bait (worms, maggots, dragonfly larvae) is permitted.
10.4. For water management reasons and the health of the fish, the administration reserves the right to prohibit the use of certain types of bait, as well as to limit the quantities of bait used during specific periods of the year. Please contact the administration for details.
11. Reservations & Payments
11.1. Reservations can be made from January 1 of the previous year (e.g., January 1, 2027, for 2028).
11.2. A 50% deposit secures the booking, with the remaining 50% payment will have to be made three months before the session.
11.3. If the second installment is not paid within 5 days of notification from Utopik Carp Lake administration , the deposit will be forfeited, and the booking canceled.
11.4. No cancellations allowed.
11.5. Payments are non-refundable.
12 . Other aspects
12.1. Parties of any kind are prohibited.
12.2. Loud music is prohibited.
12.3. All waste must be sorted for recycling.
12.4. Open fires are prohibited. Only the grill provided by the administration is allowed.
12.5. Fishing while intoxicated or under the influence of drugs is prohibited. The angler’s behavior must remain civilized throughout the session.
12.6. Swimming in the lake is prohibited.
12.7. Due to environmental regulations, waste collection and storage must be done in separate bins as follows:
– PET/plastic/metal → bin…
– Residual waste (food scraps or biodegradable waste, catering packaging) → bin…
The lake administration provides bags for anglers to use according to the instructions above. If anglers do not dispose of waste properly, they will be required to pay a "Non-Sorted Waste Collection" fee of 50 lei/bag. To avoid attracting rodents, food scraps must only be stored in the designated bins.
12.8. Cooking oil must be stored in airtight containers and taken to a used oil collection point. The lake administration does not have a used oil collection facility.
12.9. In case of a thunderstorm, anglers are required to stop fishing.
Final Note
The lake administration reserves the right to change the lake regulations at any time without prior notice to the anglers!
The lake administration is exempt from any civil, administrative, or material liability for potential accidents of any nature. These regulations serve as a workplace protection act, and failure to comply automatically leads to suspension of the right to fish at Utopik Carp Lake. Any unforeseen situation will be analyzed and resolved by the lake administration, and its decisions will become mandatory.
